Senators unveil outline of immigration-reform bill

Senators unveil outline of immigration-reform bill: 

"The bill would allow the estimated 11 million immigrants living in the country illegally a chance to legalize their status by applying for a new form of temporary visa called registered provisional immigrant status. Only people who entered the country before Dec. 31, 2011, could apply for the provisional status. They would have to pay a $500 penalty, back taxes and an application fee. Any immigrant convicted of a felony, aggravated felony, three or more misdemeanors, an offense under foreign law, or illegally voted would be barred from applying for the provisional status."
